Program Requirements


Linn County Public Health offers a voluntary voucher program for eligible homeowners to remove and replace old, non-certified wood appliances with cleaner burning appliances.


Vouchers are available to eligible homeowners until February 15, 2021 or whenever funds are depleted, whichever happens first. Uncertified wood burning appliances may be replaced with one of the following: 

  • Energy Star Certified Gas Furnace, Boiler, or Duct Air Source Heat Pump

  • EPA Certified Wood Stove/Wood Stove Inserts

  • Energy Efficient Hearth Appliances (gas stove, ductless heat pump or EPA certified wood pellet)

  • EPA Certified Indoor Outdoor Forced Air Furnaces and Hydronic Heaters

  • Central Heating Ground Source Heat Pump (geothermal)

  • Wood Stove Catalyst Replacement

  • EPA Qualified Fireplace Retrofit Devices

  • Vented Heater Rated Gas Stove Insert into Open Fireplace


*Coal and cook stove replacements are not eligible.


The program is funded by Interstate Power and Light (IPL) as an Environmental Mitigation Project required by Consent Decree, the United States for America et al. v. Interstate Power and Light Company, Civil Action No.: C15-0061, U.S. District Court for the Northern District of Iowa Cedar Rapids Division.
